start squid as non-root user

i just need to know how to start or reconfigure squid using non-root user

when im trying to reconfigure it gives me

squid: ERROR: Could not send signal 1 to process 4510: (1) Operation not permitted

squid start as root and run as non-root, ie we usually create a special user for squid. So to reconfigure you should be su or root !
