Ubuntu 5.04 User rights & Internet

Hi friends
I am using ubuntu 5.04
I am facing following problems
any new user I create ,is created as normal user with no rights.
how to create a sys admin user
any progrom I run ask for Password.
After giving password it gives error message
Child terminated with 1status.

when i run wvdialconf it gives me error message No serial port is found use setserial command.
But when i give setserial command system says there is no such command.
how i can i solve it.
