Ok.. now I got it , you mean you want a account in which is having administrative right on every machine whether it is Windows or Linux ?

I think I can't help much in issue of mixed environment, let see what other have to say.

if u are running any ldap or domain environment then only it may be possible . if your users are in the same domain than u may create an admin group and define its rights and also the users what so ever u want.
if u have implimented domain in your network then its very easy to deply it .

if all other system are member of the domain than domain admin have priviledge to login by its user name and its domain in any computer system. while the username will be of the domain it self if the user have admin privilegde you may also add user by applying any globel policy on the server for that perticular domain.
