Load Balancing with specific rules

I work in internet cafe with 20 client connected to 1 gateway using ubuntu server 10.04 and 3 internet connection using adsl. My boss told me to make specific rules.
2 adsl line for browsing and 1 line for online games, but i have only loadbalancing tutorial internet.
Could anybody help me to solve this problem...?

I Think for that you need to have web catogerisation based on ACL which could be applied to any proxy server . squid will work good
