FTP Server prob

Hello Linux team!!!

I am having RedHat9.0 configured vsftpd server .... my prob is if I access from other network IP it is not available for service.. wat may be the prob... itz giving requested timed out

my ftp server is running in this ip 203.12x.xx.xx

and i am accessing from 61.95.xxx.xx

In the vsftpd.conf file.. i have included this 2 lines

listen=YES
tcp_wrappers=YES

and i have disabled both ascii upload& download
#ascii_upload_enable=YES
#ascii_download_enable=YES

Is this cause any prob ??

2) Is it OK that I have enable tcp_wrappers.
