is it possible to make an user able to browse in a particular time by using iptables? if yes

I am not geek in networking but I also visit various forums and uptill now I have seen no using iptables to restrict browsing at specific timings. I don't even know if it can be done via iptables !
I know squid can do it very effectively. See this forum, it has so many solution like that.
