hotplug script not invoked

i am new to linux programming. i having Fx2 board. i need to download firmware when uisb device inserted. i installed hotplug project and fxload.
i added entries for the usb device  in usb.usermap. i placed the script in the /etc/hotplug/usb directory.whenever i plugged my device the script is not invoked. please do the needful. i am struggling for long time.
