If u want to make sure it's running.

1) Type "chkconfig --list" to list all the services running. Here u can identify it's running or not.

2) U can also make sure it's started by going and easier way. Type "setup" if u r a Red Hat guy. There, u will see options where one of them is "System Services". Go there, and check that the service u started is checked.

Lastly, How to make it log. This is vey dependent on how u schedule linux to log how frequent. (minutes or hours, and even days).
So, they key to it is "crontab" file located in /etc directory.

I can't tell u exactly how as i have no idea wat is ULOGD. :P
