yum installation in linux

i m using redhat linux 5 and i want to know how to install yum server without downloading any yum packege

i give one way
so many ways are there
login as a root 
1.insert the rhel 5.1 dvd in dvd drive
2.mkdir /yum
3.mount /dev/hdb /mnt  note:/dev/hdb is u r dvd drive
4.cd /mnt
5.cd Server
6.cp -r * /yum
7.after copying  go to /yum
8.cd /yum
9.rpm -ivh createrepo--(tab)
10.come out from /yum 
11.cd ..
12.createrepo -v /yum
13.yum clean all
14.yum list all
15. vi /etc/yum.repos.d/rheldebuginfo
16 baseurl=file:///yum
17 :wq
18.yum install packagename

u can configure in many ways  ftp,nfs but this way is simplest way
