Squid Proxy problem

We have configured Squid Proxy server on Redhat Linux 8.0 based on MAC address. It is working fine for only one VLAN (either 192.168.93.0 or 192.128.91.0), that means we have to use separate squid server for each VLAN. We tried using two NIC on same server but it is resolving MAC address of only one VLAN connected on eth0 interface and not resolving the MAC address of second VLAN connected thruogh eth1 interface. Please suggest any possibility to use only one Squid Server for both VLAN.
 
Squid Server IP - 192.128.91.13 and 192.168.93.13 (Gateway 192.128.91.20 and 192.168.93.20)

Squid using mac only works on single vlan !
so no solution.
