When reinstalling SuSE it doesn't let me resize windows so should I delete my extended partition then resize it.

well. in installing most of the LINUX distro you can either use available free space or create new partition by deleting old one.
So if you want more space then delete few old ones and create new big one..
yes you can do that by deleting logical partitions. BTW.. u can also use some utilities for resizing.

I am going to use the YaST Partitioner to resize it but it gives me the amount of space in MBs would 5,000Mb equal 5GB this is what I am refering to.

Also should I disable the Windows Swap File when resizing the windows partition.

It does not matter to disable or not to disable swap files of windows.
Btw.. 1024 MB = 1 GB

Steps to take before resizing a partition on a Dual boot with Windows and SuSE 9.3 Pro Install
1.Complete all downloads
2.Back Computer up
3.Disable Swap Space on Windows Xp
4.Defrag Completely
5.Check for viruses and spyware
