LTSP - KDE Desktop Customizing

Hello All
Terminal Service Project - I am using Slackware 9.1 with LTSP installed using KDE Desktop for my clients. I want to stop the users from changing the desktop. I have change the permission on kmenuedit and kcontrol to root only but I am unable to stop the user form right clicking on the task panel and entering configure panel or adding new applications. If I remove the Task Panel altogether and then create short cuts for required applications how do I create a log out button for the user?
Also how do you remove the run command option from the application menu? so as to stop users running konsole???
Thanks
