RPM PROBLEM(INSTALLATION.REMOVAL,QUERY)

HI ALL!
I HAVE TWO KERNELS ON MY REDHAT 9.0 LINUX MACHINE.
1)KERNEL-2.4.8-20 WHICH WAS INSTALLED WHEN I INSTALLED REDHAT LINUX 9.0
2)KERNEL-2.6.7 WHICH I COMPILED MY SELF.
NOW EVERY THING IS WORKING PROPERLY ON KERNEL-2.6.7 EXCEPT RPM.
WHEN I WANNA INSTALL ANY PACKAGE OR REMOVE A PACKAGE OR QUERY ANY PACKAGE I GOT THE FOLLOWING MESSAGE
[root@waqas root]# rpm -qa
rpmdb: unable to join the environment
error: db4 error(11) from dbenv->open: Resource temporarily unavailable
error: cannot open Packages index using db3 - Resource temporarily unavailable (11)
error: cannot open Packages database in /var/lib/rpm
no packages
SIMILARLY IF I WANNA INSTALL ANY PACKAGE THE SAME MESSAGE APPEARS.
PLEASE TELL ME I HAVE TO RECOMPILE THE KERNEL WITH SOME EXTRA SUPPORT OR ITS REALLY NOT COMPATIBLE WITH KERNEL-2.6.7.
